Do you have family members or friends who are not eligible for health insurance, but still need health coverage?
The Primary Care Access Program (PCAP) is a low-cost coverage program that provides primary health care services to adults living in Santa Clara County who do not have access to health insurance. Enrollees select a community clinic and receive primary and preventive care services there. On July 1, 2023, PCAP extended the program to those who earn 0-650% of the federal poverty level. This means even those who earn an income that is too high for other programs may still be eligible.
To qualify, individuals must:
- Be ages 19 or older and live in Santa Clara County
- Have a household income of 650% or less of the federal poverty level
- Not have access to health insurance including employer insurance, Medicare, Medi-Cal, Covered California, or Individual and Family Plan insurance
Health services available through PCAP include:
- Primary and preventive care
- Behavioral Health Services
- Laboratory, mammography, and radiology (X-rays)
- Pharmacy services
The following medical services are available at a reduced cost when they are prior approved and provided at the County of Santa Clara Health and Hospital System:
- Inpatient hospital
- Specialty care
- Urgent care
Emergency care may also be available when necessary and provided through the County of Santa Clara Health and Hospital System.
